Das and Motilal Nehru formed Swaraj Party within the Congress to argue for a return of council politics. In 1919, the Government of India Act had set up elections to the provincial councils. They felt that by winning the elections, they could influence the government policies in favour of Indians. As a result, two factions developed within the Congress.
