Das and Motilal Nehru formed Swaraj Party within the Congress to argue for a return of council politics. In 1919, the Government of India Act had set up elections to the provincial councils. Owing to the Non-Cooperation Movement, Congress had boycotted the elections in 1920. But a faction of Congress did not want to boycott the council elections of 1923.
